Is the Lowry Hill Tunnel Unsafe?

I have traveled through the Lowry Hill Tunnel I would think, well over a thousand times. Usually, I think about why the curve is so big as you head into town. I would guess it was what land they could buy.

But, a story in the Minneapolis Tribune raised a problem I had never thought about:

A concrete median is all that separates the traffic on I-94 at the east end of the Lowry Hill Tunnel. On Wednesday, it wasn’t enough to stop a speeding westbound semitrailer truck from jumping the 32-inch-high barrier and setting off a crash in the eastbound lanes involving at least three vehicles, including one that rolled over.

So in the area of where over 150,000 cars travel each day, there is a very weak safety barrier. The MNDOT numbers show that from 2007 to 2012, there have been 70 crashes in the immediate area. I have looked at highway barriers in the past:

It looks like it's time to look into better safety measures in that area. It is clear that everyone needs to slow down in the area.
