The St Cloud Dioceses has had two disclosures of list.  I have looked at each of those as they came out:

Not on the St Cloud list is Bishop James Rausch who was accused of sexually assaulting and passing around a teen with other priests.  In 2002,  the Boston Globe Spotlight team reported:

In his written account to the diocese in April, a copy of which was reviewed by the Globe, and in several interviews, O’Connor said that when he met Rausch in 1979, the bishop, who identified himself only as “Paul,” drove up beside him and offered him a ride. After getting into the car, O’Connor said, he initially resisted Rausch’s offer of $50 to allow Rausch to perform oral sex on him, but eventually agreed.

Throughout the summer and fall, a period when O’Connor became addicted to heroin, Rausch contacted him for additional exchanges of sex for money, O’Connor said. Once, he said, Rausch left him alone in his car while registering for a motel room. O’Connor, rifling Rauch’s glove compartment, discovered that “Paul” was really Bishop Rausch, and confronted him.

1967 1968 On Duty Outside the Diocese/ Casa Santa Maria Rome Italy Rausch earned a PhD in pastoral psychology from the Gregorian University in Rome.

Bartholome was succeeded by George Henry Speltz (1968-1987)

1972 On Duty Outside the Diocese/USCC Washington DC Assistant General Secretary 1970-1972 Rausch was appointed Auxiliary Bishop of St. Cloud March 5, 1973, consecrated April 26, 1973.
1972 1977 NSCCB-USCC Washington DC General Secretary This was the United States Catholic Conference of Bishops. Rausch succeeded Bishop Joseph Bernardin, and was known as a strong advocate of progressive issues.

Phoenix bishop was James S. Rausch (1977-1981)

1981 Phoenix

  Between 1995 and 2002 the Phoenix diocese was contacted twice regarding Rausch’s “sexual improprieties”.

AZ Bishop Rausch was appointed Bishop of Phoenix Jan. 25, 1977 and was installed March 22, 1977.

 

 

 

Of note Rausch was apointed auxiliary Bishop of St Cloud in March of 1973.

Considering the importance of these lists and the absence of all names there are a lot of questions to be answered.

Abuse of children and the continued silence by the offenders needs to be prevented. If you suffered, saw, or suspected such events, it is important to know that there is help out there.
