The national trend has been the number of drowning deaths going down. As Legal Examiner and fellow lawyer/writer David Mittleman has pointed out:

Unfortunately, the trend is in the other direction here in Minnesota. As the Pioneer Press reported in 2012:
At least 25 people have died of non-boating-related drowning, including eight in the seven-county metro area. Last year, there were 13 statewide. There were six boating-related drownings this year, compared with five last year.
Because of this, the North Memorial Injury Prevention and the Water Safety Task Force have been working to get the message out that more care needs to be taken around the water.
Early this season, the Consumer Product Safety Commission sent out a Swimming Pool Safety Alert. The report also included the following suggestions:
– Always check the pool first if a child is missing, reaction time is vital.
-Learn CPR,
– Never use a pool or spa with a missing or broken drain cover.
– Don't run when you are around the pool.
– Take the time to teach children to swim.
My own boys have been taking lessons for years. It helps to have the peace of mind that they know many of the safety rules.
